On behalf of the organizing committees, I would like to welcome and also thank you all for participating in the POSTECH Signature Conference 2023: The 1st International Conference for Prospective Quantum Technology; Science and Applications.

Recently, the quantum technology, as a next generation revolutionary technology, has emerged as a significant field of research and development with the potential to revolutionize several sectors of society. This conference aims to bring together researchers, scientists, engineers, and industry professionals from across the globe to discuss and explore the latest developments, challenges, and opportunities in the field of quantum technology.

This three days conference is organized with the philosophy of current research of science and applications on broad range of quantum technology, and cover a wide range of topics including quantum materials, superconducting quantum devices, quantum optics, cold atoms and molecules. To maintain the scientific excellence of the workshop, the talks are given mainly by the plenary speakers and invited speakers, who are the principal leader of each outstanding research group. The program is rather interdisciplinary and comprehensive, and intensive discussions among the different fields are naturally induced during the conference.

I hope that this conference not only provides an opportunity to share cutting-edge research and discoveries but also contributes towards the development and advancement of quantum technologies. I look forward to a productive and engaging conference and wish it memorized as one of the most enjoyable conferences.

My name is Cheol-woo Lee, and I am the Governor of Gyeongsangbuk-do.

First and foremost, I would like to congratulate you all on hosting the 2023 POSTECH Signature Conference.

A very special thank you, to Dr. Seong Keun Kim, President of Postech, And a great many thanks to all of you involved.

I would also like to extend my warm gratitude to all of the domestic and international experts who are participating in the presentations and discussions.

Throughout the ages, science and technology have been key sources of national competitiveness.

In recent years, the global competition for dominance has intensified, and has mostly centered on high-tech industries.

In particular, quantum science and technology is attracting a great deal of global attention, as a "game changer" that will drive innovation in future industries.

And that's why today's conference is so significant. I hope that you will spend a meaningful time sharing your knowledge and experience with distinguished experts from home and from abroad, shedding light on the direction and future of quantum technology.

The government has selected and supported the field of quantum technology as one of 12 national strategic technologies. In fact, very recently, a related bill passed the National Assembly's plenary session, laying the institutional foundations for the development of the industry.

Gyeongsangbuk-do too, will play its part! Together with POSTECH, a research-centered university that aims to be the best in the world, we will strive to create an industrial base for quantum technology in Korea.

If you can give any recommendations or suggestions on the policy direction of Gyeongsangbuk-do, during this conference, then we will actively listen to and support them.

I would like to begin by offering my warmest congratulations on the successful opening of ‘POSTECH Signature Conference 2023’.

It is deeply meaningful to host an international conference on quantum technology in Pohang. This event creates a wonderful opportunity to bring together quantum experts and researchers from both domestic and international arenas.

I would like to extend my gratitude to Dr. Seong-keun Kim, President of Postech, and to all involved in organizing this conference. I also extend a heartfelt welcome and thanks to the experts in attendance.

This conference is a significant occasion where renowned experts from both domestic and international regions gather to discuss and debate the future of quantum technology.

Quantum technology is considered the ultimate core technology that will bring about innovation in all future industries, including but not limited to: bio, manufacturing, and semiconductor enterprises.

That is why many countries around the world including the United States, Europe, China, and Japan, are accelerating the development of quantum technology with their own policies.

Korea has also entered into the competition for quantum technology hegemony by establishing a quantum technology support policy with an aim of investing more than 3 trillion won or 2.2 billion dollars and cultivating 2,500 quantum professionals through public and private partnership by 2035.

Pohang has transformed into a leading city in science and technology through preemptive investment and policy promotion. This is to nurture future new industries like new drug development and secondary battery industries after successfully leading the heavy industries in Korea.

Pohang supports quantum technology research through institutions like POSTECH and the Max Planck POSTECH/KOREA Initiative. Pohang also backs up quantum research with the third globally constructed 4th generation synchrotron radiation accelerator, following the construction of facilities in the U.S. and Japan.

Pohang City is actively supporting world-class quantum technology research such as attosecond and topological quantum aggregation research, and will continue its efforts to lead the next generation quantum technology.

The research achievements and advancements in quantum technology are expected to be utilized in various future new industries, and will undoubtedly create synergistic effects.

I wholeheartedly support the efforts of everyone working on the research and development of next-generation quantum technology, which will open new possibilities and opportunities for humanity.

Finally, I hope that all participants in this conference will enjoy a wonderful time here in Pohang.
